The international Civil Aviation Organisation (ICAO) has set a deadline of 24th November 2015 for globally phasing out all non-Machine Readable Passports (non-MRPs). From 25th November 2015 onwards, foreign Governments may deny visa or entry to any person travelling with a non-MRP passport.

 

2.       All handwritten passports with pasted photos earlier issued by Government of India are considered non-MRP passports. All 20-year validity passports will also fall in this category. The Indian Government has started issuing MRP passports since 2001. All new Indian passports are ICAO-compliant MRP passports.

 

3.        Indian citizens residing in India and abroad and holding handwritten passports as well as 20-year passports with validity beyond the 24th November 2015, should, therefore, apply for re-issue of passports and obtain MRP passports well before the deadline in order to avoid any inconvenience in obtaining foreign visa or immigration problem.

 

4.       The Consulate General of India, Istanbul is no longer  issuing hand written passports. Transit passengers whose passports are lost / damaged will be issued only Machine Readable Passports. Issuance of Machine Readable Passports may take upto 3-4 weeks. Under no circumstances, hand written passports will be issued. Transit passengers whose passports are lost / damaged and are returning to India can be issued an Emergency Certificate (handwritten), if they so desire. All Passports will be issued only after verifying credentials of the applicants.


5.        Applications for re-issue of passport can be submitted any time within one year before expiry of the passport. If applied for within three years after expiry of passport, application is processed as a reissue case; otherwise as a fresh case.

 

6.       Applications for Passport and Consular Services can be made at the Consular Section of the Consulate, which is open from 09:30 hours to 11:30 hours on all working days. Passports, after completion of the service requested, can be collected from 17:00 and 17:30 hours on the date indicated. Fee for passport services are accepted at the Consulate in cash in US Dollars only.

 

7.     Applicants for fresh or re-issue of passports are required to fill on-line application forms at the web-page https://passport.gov.in/nri/Online.do. A print out of the filled in application is to be submitted along with other necessary documents. Applicants should append signatures, wherever indicated, by using blue / black ball point pens. 

 

8.       The International Civil Aviation Organisation (ICAO) has stipulated certain mandatory specifications for passport photos. For salient points of these specifications, please click

 

(A)        Re-issue of passport on completion of validity of current passport / exhaustion of pages.

(i)          Printout of the filled in online application form, duly signed.

(ii)         4 recent passport photographs.

(iii)     Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be. Proof of address is required in case the address has changed from that in the passport.

(iv)        Residence Permit along with photocopies of the relevant pages.

(v)         Filled in Personal Particulars Form (in duplicate)

 

(B)        Duplicate passport in lieu of lost or damaged passport.

(i)          Printout of the filled in online application form, duly signed.

(ii)         4 recent passport photographs.

(iii)        Photocopy of the lost passport. Passport in original in case of damaged passport along with photocopies of the relevant pages.

(iv)        Police report, in original, for the lost passport along with a photocopy.

(v)         Residence Permit along with photocopies of the relevant pages.

(vi)         An Affidavit regarding loss of passport / damaged passport. (Annexure ‘L’)
(vii)        Filled in Personal Particulars Form (in duplicate)

 

(C)        Passport for children below 18 years of age

(i)          Printout of the filled in online application form, duly signed.

(ii)         Filled in Personal Particulars Form (in duplicate)

(iii)        4 recent passport photographs.

(iv)     Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be. Proof of address is required in case the address has changed from that in the passport.

(v)         Residence Permit along with photocopies of the relevant pages.

(vi)        Photocopies of the passports and residence permits of the parents.

Note: A minor child below 15 years is issued a passport with five years validity or till the minor attains the age of 18 years, whichever is less. Children between the ages of 15 and 18, normally living abroad, have the option to apply for full validity passport.

 

(D)        Passport for a newborn child

(i)        Printout of the filled in online application form with thumb impression of the child in the signature box (right thumb impression for a female child and left thumb impression for a male child).

(ii)          4 recent passport photographs.

(iii)         Birth certificate in original along with its photocopy

(iv)         Original passports of parents along with their self-attested photocopies.

(v)          Self attested photocopy of the marriage certificate of parents, if name of spouse not endorsed in passport.

(vi)         Residence Permits of both parents along with photocopies of the relevant pages.

(vi)         If either of the parents is a foreign national, a Letter from the concerned foreign authorities is required confirming that the child has not been issued passport by that country. 

(vii)        Filled up form for registration of birth (http://indiancitizenshiponline.nic.in/ic_form_public.aspx). Click on the option “Registration of birth of a minor child at an Indian consulate under section 4(1) of the citizenship act, 1955”.

Note 1: For a child born in Turkey, to be registered as an Indian citizen, the application must be made within one year of the child's birth in the prescribed form. At least one of the child's parents must be an Indian citizen at the time of application. In case more than one year has elapsed since the birth of child, an affidavit needs to be submitted stating that the child has not acquired any other nationality. The concerned foreign authorities should also confirm non-acquisition of foreign nationality by the child. In case more than seven years have elapsed since the birth of the child, the matter would have to be referred to relevant authorities in India.

Note 2: The passport issued would have a validity of five years. Applicants shall apply in person as the Declaration is to be signed in front of the Consular officer. 

 

(E)          Replacement of booklet due to change in appearance.

(i)            Printout of the filled in online application form, duly signed.

(ii)           4 recent passport photographs.

(iii)       Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be.

(iv)           Residence Permit along with photocopies of the relevant pages.

(v)            Standard Affidavit.

(vi)           Filled in Personal Particulars Form (in duplicate)

Note: A fresh passport will be issued. Applicant has to apply in person, as he/she is required to sign the affidavit in front of the Consular Officer.

 

(F)          Replacement of passport due to change of name after marriage, remarriage or divorce.

 

(a)          Change of name/surname in existing passport after marriage:

(i)           Printout of the filled in online application form, duly signed.

(ii)          4 recent passport photographs.

(iii)      Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be.

(iv)         Residence Permits of both husband and wife along with photocopies of the relevant pages.

(v)          Self attested copy of marriage certificate issued by the Registrar of Marriages or a sworn/notarized joint photo affidavit signed by both husband and wife (Annexure ‘D’). Many States in India have enacted legislations making registration of marriage compulsory. Therefore, production of marriage certificate with the passport application is mandatory, if the marriage took place after enactment of these laws in respective States.

(vi)          Photocopy of husband’s passport.

(vii)        Deed Poll/Sworn Affidavit regarding change in name (Annexure “E”). The deed poll is not required for substitution of maiden surname with surname of husband.

 

(b)          Change in name by a Divorcee / Widow(er)

(i)            Printout of the filled in online application form, duly signed.

(ii)           4 recent passport photographs.

(iii)       Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be.

(iv)          Residence Permit along with photocopies of the relevant pages.

(v)           Certified copy of Divorce Decree / Court order; or Divorce Certificate in accordance with Personal Law in respect of Muslims.

(vii)          Death Certificate (in case of expired spouse)

(viii)         Deed Poll / Sworn Affidavit regarding change in name  (Annexure “E”).

 

(c)          Change in name / Spouse’s name by a remarried applicant

(i)           Printout of the filled in online application form, duly signed.

(ii)          4 recent passport photographs.

(iii)      Old passport along with self-attested photocopies of the first two and last two pages of the old passport containing the personal particulars and pages of ECR / Non-ECR (previously ECNR) / observation / endorsement / validity of extension, as the case may be.

(iv)          Residence Permit along with photocopies of the relevant pages.

(v)           Certified copy of Divorce Decree / Court order; or Divorce Certificate in accordance with Personal Law in respect of Muslims.

(vii)          Death Certificate (in case of demise of spouse)

(viii)         Deed Poll / Sworn Affidavit regarding change in name  (Annexure “E”).

(ix)        Self attested copy of marriage certificate issued by the Registrar of Marriages or a notarized joint photo affidavit signed by both husband and wife (Annexure ‘D’). Many States in India have enacted legislations making registration of marriage compulsory. Therefore, production of marriage certificate with the passport application is mandatory, if the marriage took place after enactment of these laws in respective States.
